It looked like that for the 2001 Jamboree, but ever since, I'm not so sure
that makes much difference.
In any case, the original poster said it was a council contingent, so the
concept of the wait list is irrelevant.

And if no one else has mentioned it, it's a bit easier to actually get a
Philmont trek in a National Jamboree year. It's amazing how the wait list
shrinks on a Jambo year.
