It is, however, a concern for those close to their weight limit who are working to lose those last pounds. How close is the scale they have at home, or at their doctor's office or fitness center, to the one Philmont uses? I know from experience that the one in my doctor's office is "heavy" compared to my home scale. Two offices in the same clinic have scales that give very different weights for the same person. The staff argues, probably rightly so, that they are more interested in relative changes, rather than absolute weight. So, how far below your upper limit for your height should you be to be sure you'll be allowed to participate? I'm in the middle of the recommended range, so I'm not worried, but others will, or should, be.
I agree with Philmont's stance on being firm on the policy, but the variability of scales makes the absoluteness of the policy uncomfortable. Hopefully, the physical re-check staff has more latitude than advertised, and they have calibrated their scales (frequently) with known weights so they can depend on the readings.
