Two things are certain. One is that his Boy Scout youth membership expires automatically as of his 18th birthday. The second is that he must be registered B.S.A. to go on the trek. That means re-registering in some capacity, no matter how you slice it.
The only position open for him in his Boy Scout troop is the position of Assistant Scoutmaster. Every other position requires 21 years of age. Registering for the position of Assistant Scoutmaster requires the concurrence of the uniformed leadership, as represented by the Scoutmaster, the Troop Committee, as represented by the committee chair, and the head of the sponsoring organization. It is not automatic.
In my council (Southern New Jersey), come charter renewal time, there will be a requirement that every Assistant Scoutmaster be fully trained for his position, that is, Fast Start, Intro to Outdoor Leadership Skills, and the three parts of Scoutmaster specific training. That can be quite an undertaking for the new 18 year old ASM who is going off to college. In my troop, we would be hesitant to sign up an 18 year old ASM who was not fully dedicated to assuming the postion come September.
Signing up in a Venturing crew, on the other hand, requires only interest in the program, a desire to participate, and the living of the Scout Oath and Law, requirements he has already met in spades in the Boy Scout program.
Since he must re-register in any event, it seems that registering in the Venturing program is the way to go, unless he truly wants to be an ASM and is dedicated to performing in that postion in the coming year.
As Doug Latimer pointed out, your position in your BSA registration and your position in a crew are two different things. The question of whether a Venturer of age 18 can tent with an almost 18 year old Scout, both listed on the Philmont roster as youth, or whether an Assistant Scoutmaster of age 18 can tent with an almost 18 year old youth, again both listed on the Philmont roster as youth, is best directed to the Philmont authorities. They won't let your crew down.
