One of the major vendors of permethrin-based insect repellents is
Sawyer Products. I have used them with spot application on pants
legs/cuffs, shirt sleeves/cuffs, gaiters, and no-see-um netting. I
have not used them on underwear. The principal effect is to generate a
barrier between you and the offending insect. This would mean that you
would want to apply the product to your outerwear or outer layer.

Disclosure: We sell a lot of this product at REI, were I work. It is
very effective at keep ticks off you. This is a big problem in
Southern New England. I do not represent the vendor, other than as a
sales associate for the aforementioned retailer nor do I have a direct

Please remember that this is the same chemical that is used in Buzz-Off
clothing and one of the many chemical that may be used on the
foundation of your home to help keep garden insects from venturing into
your house. While the CTDOH states that permethrin has "low mammalian
toxicity," it is only recommended for application to clothing. While
it is used as a topical tick preventative for dogs, it is toxic to cats.
